Finding 1

$16.0 billion awarded across 141,479 transactions

Public bodies reported awards totalling approximately $16.0 billion across 141,479 transactions in FY2024/2025, against $13.7 billion across 105,299 awards in FY2023/2024. The Regulator describes the figure as a conservative 9.2 per cent of gross domestic product, because reporting is incomplete.

Finding 2

Quarterly reporting compliance never exceeded 63.8 per cent

Across the four quarters of the financial year, the proportion of public bodies that filed the quarterly procurement returns required of them did not rise above 63.8 per cent. The headline value of awards is therefore a floor, not a total.

Finding 3

Approximately $3 billion in unfulfilled contracts

The report identifies in the order of $3 billion in contracts recorded as awarded but not fulfilled. The published summary does not disaggregate that figure by public body or by contract.

Finding 4

Poor data quality and suspected duplicate entries

The Regulator records poor data quality across submissions, suspected duplicate entries, and awards submitted without the reference number of the Annual Schedule of Planned Procurement Activities. Roughly a third of awards carried no such reference. Several bodies had not constituted the disposal committees the law requires.

Highest award values: National Petroleum, WASA, Heritage Petroleum

National Petroleum Marketing Company, the Water and Sewerage Authority and Heritage Petroleum Company rank highest by value of contracts awarded in the period covered by the report.
